Modern Methods of Development of Territories — the Best Way of Preservation of Environment

The answer to a question of the most effective way of environmental management is of special interest for the North, Siberia and the Far East of Russia. The radical changes in economy and structure and placement of the population which happened in Russia in the last decades demand a choice of new approach to methods of development of territories. As object of supervision the Siberian Grouse Falcipennis falcipennis — one of the most vulnerable species of fauna of Russia was chosen. In article the condition of populations of this look in places of traditional and modern ways of development of territories is considered. Application of an original technique of the accounting of this look allowed to use it as object of monitoring. Observations over a condition of populations of a Siberian Grouse were made in Khabarovsk region and on the island of Sakhalin in the neighborhood of field camps. Results of supervision allowed to conclude that the greatest harm to a Siberian Grouse is done not by (with) activity of the enterprises, and the excess population which is formed over time in settlements with resident population. On the example of a Siberian Grouse the conclusion that the best way of environmental management at development of new territories is application of rotational and seasonal and rotational methods is drawn. They assume creation of field camps, instead of traditional settlements and the cities with the population which is constantly living in them. These methods correspond to a modern level of development of Russia and in the best way guarantee preservation of all components of a natural complex on extensive spaces of the North, Siberia and the Far East of Russia.
